  1. I totally agree with your comments. Reducing medicine to pounds and pence is a mugs game. Attend to the quality of interactions and keep money at the margins. Markets inflate costs and fragment the process of care. Fortunately, I live and work in Scotland and hope we can come up with a better plan (NHSPLanB) to demonstrate that collaboration trumps competition every time.

  2. I've heard the one about "failure to plan means you're planning to fail", but that consultation with commissioners (next to last paragraph) is literally a plan to fail. It is so concerned with the "rare" case of a provider that almost half of the document is an intricate plan for what to do in such a case. It's ridiculous.

    More collaboration, yes. Commissioning, not so much.
